Holding on less than 17 when playing blackjack online only makes sense if you think that the dealer will bust and your only guide to that is the one card of the dealer that is face up. Clearly the weak hand for  a dealer is 15 or 16 as they must draw a card and the probability of busting is quite high although even it is far from a certainty so if you can still be in the hand when that happens even with a low total you are still in with a shout.
